fluid_styled_content does not load pageTSconfig

Description
On 7.5.0-dev fluid_styled_content does not load the new content element wizard definitions. You won't detect the problem unless you uninstall css_styled_content and manually delete all caches (or reinstall the site with a packagestates file that excludes css_styled_content).
Triggering registerPageTSConfigFile does not work from ext_localconf.php or ext_tables.php does not work either either. Unsure if the problem is in the method that accepts the file or the calls to register it.
\TYPO3\CMS\Core\Utility\ExtensionManagementUtility::addPageTSConfig('<INCLUDE_TYPOSCRIPT: source="FILE:EXT:fluid_styled_content/Configuration/PageTSconfig/NewContentElementWizard.ts">'); works if you place it in ext_localconf.php

Closed as duplicate of #70162 and this is by intention done this way and is mentioned in the RST file that you need to include it your self.

Damn close! My source must have been pulled only minutes before merging the fix. Thanks Wouter for catching it.
