IRRE with collapseAll = false (expandAll) does not render content of all child records

Description

Due to an error in \TYPO3\CMS\Backend\Form\FormDataProvider\TcaColumnsProcessShowitem
when using collapseAll = false, all records are marked as expanded. However, only records that also have the expanded state are showing content.

The reason is that only collapsAll = true is handled but not the other way.
