Description

Works on php 5.6 but not on php 7.0

#1289386765: Could not analyse class:TYPO3\CMS\Install\Controller\BackendModuleController maybe not loaded or no autoloader? (More information)

I have no idea why.
Did composer install, dump autoload, clear cache

Also typo3/install delivers empty content with code 200
