Install tool backend does not work on PHP 7

Description
Works on php 5.6 but not on php 7.0
#1289386765: Could not analyse class:TYPO3\CMS\Install\Controller\BackendModuleController maybe not loaded or no autoloader? (More information)
I have no idea why.
Did composer install, dump autoload, clear cache
Also typo3/install delivers empty content with code 200

Confirmed in a Docker environment using the official PHP 7.0.0-apache image

Works for me with PHP 7 and installation as described in https://docs.typo3.org/typo3cms/drafts/github/wmdbsystems/ContributionWorkflowTutorial/GitSetup/Index.html
