IRRE foreign_selector with foreign_unique not working correctly

Description

When using a foreign_selector in combination with foreign_unique in 7.6.4
the IRRE entry gets added, when using the select-box. On blur of the select-box another entry gets added which is not wanted.

May be introduced with #70434
