Reproduce:

• clear cache
• Reload backend.
• Go to main module -> languages -> installed language, activate a lanugage
• Remove typo3conf/l10n/"activated language" if exists (no translations exists for this language)
• Go to topbar -> user -> user setting and set this language for the user
• Go to main module -> languages -> installed language, "download all" translations for this language, wait until finished
• Reload backend. Expected: new translated language labels are shown. Actual: Old labels are still shown and cache needs to be cleared to see new labels
