If the allowLocalInstall (and allowGlobalInstall) in installtool is set, IMHO not only installations but also updates in EM should be denied.
This behaviour was at least common up to 4.5. I don't know, when this changed, but in 6.2 it is possible to update local extensions without the setting in installtool.
