closed['EXT']['allowLocalInstall'] / ['EXT']['allowGlobalInstall'] partly ignored in extension manager

Description
If you set ['EXT']['allowLocalInstall'] = 0 and/or ['EXT']['allowGlobalInstall'] = 0 in the install tool you can still
1) update extensions by clicking the update button in the list of available extensions
2) install new extensions via the upload form
in the extension manager.

The TYPO3 Upgrade Guide states the following since (!) TYPO3 6.2 at least:
```Global extensions used to be saved in folders inside typo3/ext/, such as typo3/ext/news. In current versions of TYPO3, this location should no longer be used. Instead, use local extensions below typo3conf/ext/.```
Let's use this issue to deprecate and remove that functionality.

The feature was removed in TYPO3 v12, and we're not planning on improving this topic anymore (at least for Core), instead we're in the progress of using composer-mode more natively and using this under-the-hood.
