Substituting admin_panel.css not possible anymore

Description
Since Change-Id: If194cd8d36c34cc60a39924e5d021d7211808c82 the admin_panel.css can not be substituted anymore with:
$GLOBALS['TBE_STYLES']['stylesheets']['admPanel'] = ...
If $GLOBALS['TBE_STYLES']['stylesheets']['admPanel'] is set the admin_panel.css is included twice.
The first include comes from \TYPO3\CMS\Frontend\View\AdminPanelView->getAdminPanelHeaderData() and the second is hardcoded in \TYPO3\CMS\Frontend\View\AdminPanelView->display().
