Install Tool does not store configuration values when using keyboard submit

Description
Due to invalid HTML markup the form submission via keyboard does not send the name of the submit button along in the request.
Therefore the controller does not persist the configuration values, but just shows the form again.
Additionally some input fields lack the relation to the associated label.
