After upgrading to TYPO3 6.2.26 my install tool not working any more.

Description

i have upgraded my TYPO3 site from TYPO3 6.2.15 to 6.2.26 but after upgrading, its not possible to login in backend and also install tool also not working any more.it shows below message :

Template could not be found at “Templates/Action/Common/InstallToolDisabled.html”

i also checked file it is at correct place and also permission too(755).
i also tried to set to old working typo3 source but then also it shows same error.
site frontend is working but can't able to access backend.

Please help me.
