Disable/Enable button in context menu stays active even if no permission to use it

Description

When logged in as a user who doesn't have permission to enable/disable a page, the context menu inside the page tree doesn't honour this lack of permission. The enable/disable button is still shown and is clickable. Clicking it doesn't do anything visible so the lack of permission is silently being enforced. I would expect the button to be completely invisible in a context where the user has no permission to use it anyway.

As far as I can see, it still affects the context menu of version 7.6.15 but it has been solved in 8.7-dev (latest master)

We feel sorry but this issue will not be fixed on version 7.6.x as it is in its "priority bugfix" phase of life, and only security and critical bugfixes will be developed.
