EXT:backend has a hard dependency to EXT:rsaauth

Description
with #75911 a hard dependency between EXT:backend and EXT:rsaauth was introduced.
This dependency is described in the JavaScript, because the LoginRefresh modul require a JS module of EXT:rsaauth, also in case the extension is not loaded.
