It's been discussed in #57488 and was marked resolved two years ago. I tested it in both 7.6.13 and 8.4.0 and can confirm this issue still exists. So as explained in the related issue:
1) add some images to the media field of a page
2) translate the page
3) no localizable images from the original record show up!
