Language package Chinese (simple) is empty

Description
After downloading the language pack "Chinese (Simple) - locale:ch" you will find out that all folders inside /typo3conf/l10n/ch/ are empty.
The other chinese language pack (Chinese (Trad) - locale:zh) seems to work correctly.
Tested with TYPO3 7.6.13

- Priority changed from Should have to Must have
- TYPO3 Version changed from 7 to 8
- PHP Version changed from 5.5 to 7.1
for example
https://typo3.org/fileadmin/ter/a/b/aboutmodules-l10n/aboutmodules-l10n-ch.zip
I get empty zip files.
https://typo3.org/fileadmin/ter/a/d/adodb-l10n/adodb-l10n-ch.zip
I get error 404.

Current state:
Test with 8.7.17 -> Both folder are filled
Test with 9.4.dev -> Both folder are filled

I tested right now with 9.4-dev and ch-simple: All the folders under /typo3conf/l10n/ch/ are empty

Update for version 9.5.2-dev¶
After downloading the package again, the folders under /typo3conf/l10n/ch/ are now filled, but there are still missing files and folders
for example
- the folder aboutmodules is missing (and seems strange, on https://translation.typo3.org/ch/ it seems that TYPO3.core.aboutmodules is fully translated. (same for version 8.7.20)
- the folder felogin is empty
Is it correct?

Using the new translation server fixes these issue - please see the feature flag in TYPO3 v9 to activate this feature. TYPO3 v10.3 has this feature by default.
