Missing (security related) extension information in composer mode

Description

With the merge of #79277 now TYPO3 systems with enabled composer mode might not show (security related) extension information anymore. If you haven't set up the scheduler task for updating the extension repository information, you can easily have an empty information table and will neither get information about extensions nor any information about missing (or outdated) information.

As long as there isn't any workflow to handle at least security information in the composer world (any by now there is some possibility but maintained by the security team), we cannot drop this information within the core.
