Description

When running TYPO3 with a PostgreSQL database it's important to have a minimum libpq version that supports the hex encoding for binary data. This should be libpq >= 9.0, given that PostgreSQL 9.2 is the oldest currently supported version this should be the minimum.
As for the server version the same restrictions apply, let's require supported versions of PostgreSQL.
