jpg_quality seems to be ignored

Hello,
we just did a first test upgrade to 8.6.1, I'll report a few issues regarding that.
Problem: All JPGs show horrible artefacts. Changing e.g. [GFX][jpg_quality] to 100 doesn't seem to have any effect, the byte size of the the processed image doesn't change regardless of the setting.

Addendum: GD lib is turned off, it's configured for GraphicsMagic just like before the upgrade.
Kinda odd as well, the jpg test in the install tool shows artefacts for 'Reference', but 'Your System' is crystal clear, see attached image.

please add more info. Where exactly the screenshot is taken from (which test)?
have you checked if current master has the same issue?
Please share you image related settings and im/gm version.

Hello,
we couldn't reproduce this behaviour with two recent Upgrades to 8.7.1, so it is probably gone. If we see it again I'll deliver the requested info.
