The DocHeader hides the upper part of the scrollbar:

Easy to reproduce at the TypoScript Objectbrowser. Open some trees, and the scrollbar is hidden at all (on long pages). So scrolling is only possible with mousewheel or keyboard.
Another problem with this cause: On opening a tree in the TypoScript Objectbrowser, the section (#somewhere) position is behind the BE-DocHeader.

This is still present on 10.2.0, but I think it could be solved only with a complete rewrite of the backend without the iframe

I close this issue: it is no longer valid for TYPO3 11,12 and 13.
Since TYPO3 11 and higher the scrollbar includes the docheader part that once went "above" it hiding the upper part of it. See attached screenshot
