Those 2 buttons are a bit too cryptic.
/typo3/sysext/t3skin/icons/gfx/insert1.gif (Publish)
/typo3/gfx/swap.png (Swap)
a) Make them configurable (you choose your own buttons)
b) Change them to translation-aware link
c) Make a new configuration (Text link only, Image only, Txt+img)

You are right, these icons are not good to understand.
New icons by HCI team are part of a new workspace module. Please have a look at this issue for the new workspace module: http://forge.typo3.org/issues/9794
