in TYPO3 7.6.22
the date of the last Listupdate is allways set to 29.08.2012 0:00

Did you update the list with the button next to it?
The date should update after running "Update now".

Does your server has access to the TER? Would you mind to check `curl https://repositories.typo3.org/mirrors.xml.gz` on the command line? Maybe there is some SSL certificate issue between repositories.typo3.org and yours.
