With https://forge.typo3.org/issues/77685 the "duplicate" button was introduced. This was added for all tables except sys_file_metadata, and was always visible.

The original feature request was meant for an exotic usecase (custom extension, where multiple new records had to be created in a sequence with just a single field to change). As in most cases this would not apply for records it's better to hide the field by default.
