RecordList: Streamline page edit and localiziation handling

Description
The translation and page edit isn't consitent.
Current situation:- The page properties and the preview of a page is shown in the button bar.
- Localize a page is shown with a select, if it is possible to localize the page to a language
- Preview and edit the localized page is possible in the table Page translations. This table is only shown in the overview mode, not in the single table mode.
- Copy, Paste and collapse localized pages are possible actions, that should or does not work properly
- Edit pages and page translations in the button bar. If no page translation of one language exists, add the option to localize the page to the language.
- Add page preview of localized pages to the button bar
- Remove the selector to translate pages and the Pages translations table
