there are multiple usecases - for example an extension could extend the existing configuration, or the css files could be compiled based on configuration
if you for example take a simple one like a "syntaxhighlighter" it could be just plugged into your system and adds a new module that brings new capabilities - without the need to overwrite the whole configuration
