Description
An "normal" Admin User is able to toggle the enable Flag of a System Maintainer User, but is prohibited to change Password and Admin Flag. The current behavior is not expected and should be changed to also forbid to change the enable flag.

Thanks for creating the issue. Where is a regular admin able to toggle a system maintainer checkbox? the install tool settings are only available in development context, otherwise this is not possible.
