One option would be to allow finishers specifying soft or hard dependencies between each other.

Violated soft dependencies could be used to show warnings/hints in the editor.

Violated hard dependencies could lead to an error. This would help to e.g. prevent the Redirect finisher being placed before other finishers, see #91381.
