Modals in Install Tool might take some time to show up

Description
The current architecture of the modals in the Install Tool depends on the loading spinner icon. If that icon has not been loaded before, it is fetched first and after that the modal is fired up. On slow servers this might take some time and blocks the interaction just for a nice UI element.
