The setting `mod.web_layout.disableAdvanced` is used to disable the clear cache button in the page module.

This setting is removed because:

- there is no reason the editor shouldn't clear the cache of this page
- there are enough other options ot clear the cache, e.g. just click save, use cache clearing via context menu in page tree
- the new page module doesn't respect this setting
- the naming is strange
