Description

Introduce a fallback site configuration to be used in the following cases:

The root page (pid 0)
Any sysfolder not belonging to a site

this way we could do away with many outdated TSconfig configurations that are rarely useful now.

And the configuration is the same as for "real" sites.
Plus it can be versioned with the need for an TS include.

what is wrong by using \TYPO3\CMS\Core\Utility\ExtensionManagementUtility::addPageTSConfig() in your site package.

having a fake site will get us into even more troubles, therefore I will reject this feature request. feel free to contact me on slack or via mail to discuss the feature request
