The special handling of `sys_language_uid=-1` (All Languages) has drastic side-effects for
- language-specific sorting
- language overlays
as well as complexity within the rendering of the page module and in frontend, when e.g. working in mixed mode.
In addition, it is entirely unclear who is allowed to edit language=-1 records for editors who only have access to a specific language.
