Description
In the extension manual, the options.workspaces.enableMassActions setting is mentioned in the chapter about Page TSConfig, but it is really a User TSConfig setting.
See the corresponding code in \TYPO3\CMS\Workspaces\Controller\ReviewController::getStageActions():
$massActionsEnabled = (bool)($backendUser->getTSConfig()['options.']['workspaces.']['enableMassActions'] ?? true);
