Description

With https://forge.typo3.org/issues/96147 a new Event was introduced. The changelog contains much information that would best be also put in the PHPDoc comments.

In the documentation team we are automatically generating API Information for TYPO3 explained from doc comments, therefore these are more public then only displayed in the code.
