Translated content is not shown in backend when deflangBinding = 1 and freemode is used

Description
While using Fallback-Type strict and free-mode, content for a translated page is not shown in backend when deflangBinding = 1 and we have no content in default language. Only when I create content in the default language, the content for translated language is shown.
Content is shown in Frontend anyway.

Seems still present on version 12
Steps to reproduce
1. TYPO3 with two languages
2. Create a page and translate it
3. Create a CE only in the secondary language
4. Set for the page the Page TSConfig
mod.web_layout.defLangBinding = 1
5. Save and view the page in Page Module (Language Comparison > All languages
Result:¶
The CE is not visible in the backend.
