No visual feedback in workspace when no live access and only one workspace

Description

Users with no live access that only have access to one workspace do not have visual feedback in the backend to tell that they are in a custom workspace.

Actual behavior:
Currently, the backend header remains black has if we were in live editing.
As soon as users have access to two or more workspaces, the green header is set as a visual feedback like it should.

Expected behavior:
A green header should be set in typo3 backend as mentioned in the workspace user guide : https://docs.typo3.org/c/typo3/cms-workspaces/11.5/en-us/UsersGuide/Index.html#users-guide
