Allow custom services.yaml per installation

Description
Sometimes it is really needed to customize or override services on a per-installation level, I guess this is a developer feature for composer-based extensions as it is not really feasable to allow this for non-composer installations (e.g. what if a wrong config would break the system then?).
I think it would be really good to put a file under config/services.yaml or config/services.php, similar to how symfony does it.

Within "typo3/sysext/core/Classes/DependencyInjection/ContainerBuilder.php" in "buildContainer()" we should check for the file and then load it via yaml / php file loader.
