Utilize modal for backend search

Description
The live search located at the top right side of the backend currently uses a dropdown to render search results, which brings several drawbacks:
- Limited space for search results
- Implementing new features based on input is impossible (e.g. tagging)
- Keyboard usage is pretty flaky
Moving the search into a modal allows us to solve these issues one by one.
