Optimize default dashboard content and layout

Description
The current default dashboard contains a more or less useless information widget and a button for the getting started guide.
It is time to optimize the content and the layout of the default dashboard and bring some more useful information to the user.
The news widget should use the RSS feed from planet.typo3.org to show more content from the TYPO3 universe. We also have some relevant platforms in the TYPO3 ecosystem, that are very helpful for the users.
