"Simulate user group" in AdminPanel not working, TYPO3 v11.5.19

Description
Selecting a user group to simulate and clicking "Update settings" button reloads the page but only adds a "?" to the url. Nothing else changes. Content elements, that are restricted to the user group, are not visible.
Manually adding ?ADMCMD_simUser=1 works: The restricted content elements are shown and also the value in the "Simulate user group" selectbox is updated.

Just tried this out in TYPO3 11.5.24, but couldn't reproduce the problem.
