missing search field in element browser

Description
When user opens the element browser to add a new file relation, he has a search field above the element list on the right side.
This search field is not present, when there is no file available in the selected folder.
This does not make sense, because the search is done recursively. The search field should be there, no matter if there are files in the selected folder.
The search field was present in TYPO3 Versions below 11.
