Streamline labels in Install Tool buttons

Description
Since the beginning of modern user interfaces, triggers (menu items, buttons, etc) that don't immediately execute an action are appended with three dots. Our context menu in the TYPO3 backend and the Install Tool violate this "rule". The latter marks immediate actions as a primary action, while anything else that opens a modal window has the default styling.
Buttons that invoke another "confirmable" should therefore append a "...".
