Content Security Policy: Report is not stored when no site language is defined on "/"

Description
I have an installation with two languages. The start page for a language is either /en/ or /de/.
When now a frontend CSP report comes in, the SiteBaseRedirectResolver kicks in. This middleware triggers a 404 page. So no report is stored.
