Description

Official PHP docker image for PHP8.3 has been
added for alpha1 release candiate.

That enables us to start building a own image
based on that image to check what we have to
do to make the core ready for this upcoming
PHP version.

A corresponding image have been created, and
now basic support to execute php stuff with
that version should be enabled in the known
Build/Scripts/runTests.sh.
