Module bar is not visible after getting logged in to the Admin Tools

Description
Scenario:
I'm logged into the backend and would like to call up the modules in the "Admin Tools" area. I receive the login form and after successful login I'm forwarded to the corresponding module.
However, the content area is displayed in full screen and the module bar is no longer visible. To see the module bar again, I have to refresh the browser window.

- with TYPO3 13.0.0-dev
I can't reproduce this issue. Can you give more information like certain browser, click path or screencast, please.

I can only provide screenshots.
I log into the backend of the current v13/main (default module for me is 'List').
- first screenshot: I click on the modul "Maintenance" and get the login mask
- second screenshot: After entering my credentials, I'm redirected to http://###local###/typo3/install.php?install%5Bcontroller%5D=maintenance&install%5Bcontext%5D=backend - The module bar on the left is no longer visible.
I have to reload the entire browser window to see the module bar again.
Tested with:
- Windows 10
- Browser:
- Chrome (Version 114.0.5735.199 (Offizieller Build) (64-Bit)
- Firefox (114.0.2 (64-Bit)
- composer mode
The problem occurs both when I run v13/main on a local Apache or when running v12.4.2 in ddev.
- Is duplicate of Bug #100780: Install tool opens without backend frame after login from backend added
- Related to Bug #101288: sudo-mode opens module contents without backend frame when used in non-Sec-Fetch-Dest context added
