Env placeholder not replaced in site settings.yaml file

Description
With TYPO3v12 the site settings moved in an own file: config/sites/<site_identifier>/settings.yaml
In settings.yaml env(...) is not replaced. In config.yaml it works like before.
In TYPO3v11 it was possible to load env vars in the site settings.
