Description
Steps to reproduce
1) Create a new Content Element - type "Menu" (any: menu of pages, or something else)
2) On backend, you'll see an "Accessibility" Tab with some configurable fields:
- Menu block title
[accessibility_title]
- Add link to bypass navigation block
[accessibility_bypass]
- Link text to bypass navigation block
[accessibility_bypass_text]
If I am not wrong, they're not used anywhere on fluid_styled_content

These are NOT related to fluid styled content but were only needed in CSS Styled Content, thus they can be removed IMHO (not in use since TYPO3 v8)
