Without rearranging the order it is not possible t add a static route to /robots.txt or /sitemap.xml if all language variants are configured to a different base url.

The same problem can affect typo3/cms-frontend/eid middleware as well, see: https://forge.typo3.org/issues/99399
Would be nice to have it fixed as well.
