DD working good without mod.web_layout.defLangBinding:

and DD not working with

mod.web_layout.defLangBinding = 1

As you can see on screenshot, there are additional white lines between content elements, those are created because each ce has unique <tr> in HTML

To reproduce you need:
1. Create Typo3 with ddev
2. create page
3. create additional language in site conf
4. add TSConfig mod.web_layout.defLangBinding = 1
5. Go to page bemodule, view 'Language Comparison'
6. Create 2 content elements
7. Try to drag & drop one
