Install tool does not suggest creating FIRST_INSTALL file on first install

Description
If the user does not follow the instructions in the installation guide, but just visits /typo3/install.php, nothing will tell them to create a FIRST_INSTALL file. In fact, it will tell the person to create the ENABLE_INSTALL_TOOL. That makes life hard for beginners.
The install tool should ideally check if basic configurations have been made and volunteer the information about creating a FIRST_INSTALL file.
