Maintenance module crashes when config folder is readonly

Description

The maintenance backend module does work when the settings.php and additional.php file is not writable but when the entire config/system folder is not writable the backend shows a 503 exception.

Most of the functionality in the maintenance mode doesn't have to write the config files anyway, so it should be reachable.
