Allow assigning users directly to the backend group from the group settings

Description
From the perspective of a user managing backend permissions, it would be beneficial to allow the assignment and removal of backend users directly from the backend group.
This approach would enable the relationship to be managed from both sides:
- assigning or removing groups for the user
- assigning or removing users to the group

As someone™ mentioned somewhere™ (Slack?):
There might be hundreds of users in a group - so showing/loading them all while editing the group record might not be appropriate.
