PageContentFetchingProcessor: Allow to modify select config

Description
Context: The Content Blocks extension has a feature for "Nested Content Elements". It works different than conventional solutions, which set a fixed colPos to hide nested content. There is an API to generate a SQL WHERE statement to filter those out. In order to work with the new PageContentFetchingProcessor, an event needs to be added to modify the TypoScript config.
